Not everyone is competent to repair a house. Not everyone has a house, and you surely can't buy one when you're unemployed/retired. Not everyone can ride a bicycle, especially not on roads with cars.
Respecting the unemployed/retired is a crucial step towards for deciding to give them the government help that many of them will need.
