Two French thugs face prosecution for chasing two youths who then got electrocuted.

The charges are that the thugs failed to aid the youths who were hiding in an electric substation. Maybe the thugs were innocent of this. What strikes me as culpable is that they chased those youths merely because they ran away when they saw a thug van coming. People in groups that are the object of prejudice have good reason to fear thugs regardless of whether they have done anything wrong.
