Chinese "fishing boats" fired lasers at pilots of Australian planes flying from a carrier in international waters.

This sort of poking at each other seems to be typical of interactions between unfriendly navies when they are not at war. Usually they poke back. The question is, how do you poke at a "fishing boat" that fires a laser that could blind a pilot, but was set at a lower setting so that it didn't cause actual damage?
