That enabled deforestation to continue at high speed. This deforestation has brought the Amazon rainforest close to a tipping point which could destroy that forest and this destroy civilization.

This was when Bolsonaro was president of Brazil. I would guess that he also worked to prevent that agreement. Lula has decreased deforestation, but an international agreement would decrease it a lot more.
